The Paralegal, a non-unionized position, supports the Professional Standards Section (PSS) in conducting investigations and assisting senior management in their roles as Discipline Authority. The role ensures AbbyPD complies with Police Act requirements, including mandated timelines, notifications, and documentation related to complaints and discipline proceedings. The Paralegal also maintains an organized information management system to manage investigative materials and to support reporting obligations.
Key Areas of Responsibility:
- Maintain a comprehensive file management system to organize and preserve all documentation and data related to PSS investigations and workflow.
- Manage the workflow of Police Act files, including opening files, calculating and tracking statutory deadlines, managing investigative updates and correspondence, and applying the Police Act to ensure compliance with legislative requirements.
- Assist the Discipline Authority by completing required notifications, advising on deadlines and procedures, preparing file specific decision notices and other required documentation, coordinating PreHearing Conferences and Discipline Proceedings, and providing relevant precedents to support appropriate corrective measures.
- Assist PSS members and Discipline Authorities by reviewing and editing Final Investigation Reports, Notices of DA Decisions, and other required reports.
- Prepare and submit monthly reports to Senior Management and the Police Board.
- Manage a system to ensure members Service Records of Discipline are properly documented, stored, and disclosed in compliance with the Police Act.
- Manage and respond to information requests from the OPCC, external agencies, and AbbyPD Human Resources.
- Review and vet all documents and correspondence issued to members, civilians, and external agencies.
- Develop and maintain electronic databases of relevant case law to support PSS investigations and assist the Discipline Authority in identifying appropriate precedents for corrective measures.
- Perform or participate in other duties and special projects as required.
Knowledge and Experience: Completion of post-secondary education in legal administrative studies or an equivalent combination of education and related experience in the field. A minimum of three (3) years of experience working with privacy, access, and disclosure legislation, including the Freedom of Information and Protection of Privacy Act and employment legislation. A minimum of three (3) years of experience developing and maintaining information or file management systems; an equivalent combination of education and experience may be considered based upon skills and knowledge assessment. Working knowledge of the Criminal Code of Canada and the Police Act. Paralegal training or experience is an asset.
AbbyPD is seeking candidates who have demonstrated ability to manage in a high-stress environment; maintain a high level of confidentiality; interpret legal analysis and statutory provisions; interpret and apply the Police Act; research relevant case law and similar-fact decisions; evaluate new case law and determine its relevance to misconduct under the Police Act; ability to review and edit documents for precision, accuracy, clarity and compliance; communicate effectively via telephone, email and formal correspondence with members of the public, police officers, and OPCC representatives and other stakeholders.

Salary range: $92,252 to $105,632 based on 35-hour work week
