The Abbotsford Police Department’s Human Resources (HR) Branch is responsible for all aspects of personnel management, from hiring to retirement of civilian and sworn employees, and volunteers.

The mandate of AbbyPD’s Professional Standards Section (PSS) is to investigate and resolve complaints concerning the APD or its members as outlined in BC’s Police Act. Members of the Professional Standards Section also seek opportunities to improve policy, procedures and training for AbbyPD members, and to better address the demands of policing now and into the future.
OPERATIONAL PRIORITIES
- Investigate allegations of police misconduct, and to respond to public questions or concerns with thoroughness, objectivity, fairness and openness.
- Where appropriate, resolve public complaints through the Complaint Resolution process.
- Comply with the mandatory reporting requirements and conduct investigative steps as required under the Police Act.
- Provide training to AbbyPD staff and suggest revisions to APD policy as needed, in support of ongoing efforts to ensure that the AbbyPD is conducting itself with the utmost integrity.
The Finance and Budget Branch supports good stewardship of public funds directed to police services, by ensuring appropriate controls and processes for disbursing and for accounting for funds used.

The Abbotsford Police Department’s Records Information and Disclosure and Privacy sections are civilian-staffed units that provide police records management, support and expertise through initial file creation, disposition and disclosure.
OPERATIONAL PRIORITIES
- Provide public facing, front line customer service; APD switchboard, intake of non-emergent police reports, Police Information Checks, civilian fingerprint services and other related public enquiries in addition to liaison with other government agencies and public bodies.
- Provide clerical front line customer service support to the department, in addition to providing transcription and support for individual patrol shifts.
- Provide training and technical support for all PRIME related applications.
- Ensure quality standards of police reports for accuracy, content, scoring, legislative and statistical purposes in addition to the maintenance and quality of the Master Name Index.
- Responsibility for non-disclosure sealing of records to meet legislative requirements.
- Coordinate and complete transcripts of interviews and statements.
- Perform all CPIC entries, updates, removals and audits.
- Provide court liaison functions, facilitating communication with police members, Crown and Court in addition to ensuring the proper submission of RTCCs for Crown approval, and swearing/affirming information at court.
- Coordinate and manage document service and Law Enforcement Notifications for members.
The Information Technology (IT) Section provides leadership in prioritizing and optimizing technical investments while leveraging best practices in terms of solution design and security. The vision is to facilitate the best employee experience and activities with IT resources and expertise.
IT maintains a robust infrastructure for networks, wireless, Internet, email, and telephones. IT develops and maintains the application portfolio so that administrative functions run smoothly and efficiently, Department-wide.

- Create and maintain a robust computer networking infrastructure to deliver the required services to APD employees.
- Leverage technology to implement and support strategic initiatives.
- Integrate best practices and follow industry trends.
- Provide IT helpdesk support to AbbyPD employees.
The Abbotsford Police Department’s Staff Development Section oversees recruiting and training activities to ensure quality of hiring and the development of staff.
OPERATIONAL PRIORITIES
- Recruitment and selection of experienced and recruit candidates.
- Ongoing development and performance of recruit constables.
- Assisting members with career development.
- Identification of training needs and implementation of training programs in compliance with legislated requirements.
- Management of internal processes for internal and external vacancies, transfers and promotions.
- Assistance with the APD Performance Management Program.
- Assistance with disability management and other personnel matters.
